ALE Mater Data between Instances - Different Internal Numbers b/t instances

Have you implemented a solution to pass Master Data between various Instances within your SAP landscape (ie. from Development to Test; Quality to Production, etc).

I currently have a requirement to pass Material Master and corresponding Classification data between several Quality instances, and from Quality to Production. I understand the standard ALE processes available for these objects. We are on ECC 6 Release 8. Additionally, we implemented the DI solution along with A&D Material Master. We have unique Material Master assignment by internal numbering as well as by Manufacturer's Part Number.

The issue is standard SAP ALE master data processing for Materials (and Classification data) is driven by the internal number. This creates problems on the receiving system side because the internal number is used to drive the updates generated by the inbound IDocs. If the Internal number of the material master record being sent is not the same material (form / fit / function) as the corresponding Internal number of the material master record on the receiving system, the IDoc updates a material we did not intend to update. Additionally, the Classification data is linked to material by its internal number. When you process the CLFMAS messages on the inbound side, classification data is linked to the wrong material (b/c the internal number on the sending system does not reference the same material as the internal number on the receiving system).

I suspect MDM can resolve some of these issues, but we have not and will not be implementing MDM. Your thoughts on how to solve this particular issue are appreciated. Additionally, in the broader topic of Master Data of all types, I would like to hear your feedback.
