cant able to create actual distribution cycle in quality server

Hi,

i cant able to cerate actual distribution cycle in quality server.

it shows it is not modifiable it is showing only display mode .

i hope it is a master data it is not not configuration.

do i need to move from development server or any special settings do i need to make in quality server.

becasue same things i need to repeat in production also
