Beginner Question -Master Data Loading from R/3 to BW

I am a beginner please any one can help to clear my doubts

-Generic Extraction Method(Cross Application) is used to load master data from R/3 to BW is it correct?,

-What other methods used to load Master Data,

-Who will be the responsible to load Master Data,to decide the methods for trasaction data extraction from R/3

and to creat source system.
