Unlock System for Note 1484591

Hello,

I've determined that I need to manually implement note 1484591. Also, a user other than SAP* and DDIC is needed to do such a task. I've attempted unlocking the system via:

xd1:xd1adm 106> tp unlocksys XD1 pf=/usr/sap/XD1/EHPI/abap/bin/DEFAULT.TPP
This is tp version 376.01.14 (release 701, unicode enabled)

meaning:
  Everything OK

However, after waiting 5 minutes or so, I still get "Upgrade still running: Logon not possible." Does it appear that I've missed a step in unlocking the system for such a change? I've also seen this command mentioned in several forum posts:

xd1:xd1adm 111> tp unlock_eu XD1 pf=/usr/sap/XD1/EHPI/abap/bin/DEFAULT.TPP

Would it be worthwhile/safe to attempt stopping and starting instance XD1?
