It's pretty simple. Will request you to go through all Installation and Upgrade guides for 4.0.
Remember in 4.0 you get only two products
1. Compliance Calibrator 4.0
2. Firefghter 3.0
There is no CUP (AE) in this version.
Install VIRSA base files through SAINT and SP's via SPAM.
Activate BC sets.
For CC 4.0 you will need separate Rule upload files. This rule upload will be done via Toolbox -> Rule Architect
Please first go through Installation guides for 4.0, will help you whereever there is issue.
it's is very simple to install, not too many post and pre installation steps.

I'm sorry to say that, but a GRC Implementation will require significantly more application knowledge than what can be transported in any guide.
In order to make that useful for the client I recommend you either get some training or team up with someone who has the knowledge. The basis tasks involved there are trivial, yet they need to be done properly in order to be useful.

Yes, You do need a licence, but I dont think virsa 4.X is provided/supported any longer.
Why not use 5.X?

actually, 4.0 also had AE and RE, but in more simplified versions
You'll need the license in order to download the installation files. But from what I read so far I suggest enetering into discussions with a GRC consultant in order to identify if that's really what the customer needs. I'm not sure downloading "something" just because it runs on ABAP is the right approach.

AE was made only in .NET and JAVA,....
so for ABAP stack only, AE will not be there........
RE , yes it do exist, but not sure how useful it will be for customer, as it actually call PFCG when generating role..
so yes, it is also good option, however i will recommend use of RT over RE....

That is technically possible. The only problem will be "resource constraint" GRC can be pretty resource intensive.
Have a look at the sizing guide too, that would give you an idea if you can use your SolMan with GRC or not.
Do you have just one ECC and Solman system in your landscape? or will there be more?
