GRC Can Not Create A User's Request

The GRC CUP I am working on is 5.3_07.0. We use role positioning and when a user requests a role in CUP if the user was a contractor and then became an employee the user will have duplicate personnel numbers and GRC has trouble finding the right personnel number so therefore can not create the request. The role then has to be added to the position manually. Has anyone had this problem? I don't know if support pack upgrades will take care of the problem or not. Can anyone provide information? Thanks for your help.

The more than one personnel problem was fixed between 5.3_07.0 and 5.3_16. We are currently upgrading. Thanks everyone.

Are you refering to personal number as in PA30 or as in table USR21 ?
per my knowledge CUP refer to PA30 data.
old data must be in Terminated state.... , then there should not be any issue.
