Inbound / Outbound Queues stuck in READY state in CRM 7.0 after Upgrade

Hello Experts,

After upgrade of our system we have noticed that the Inbound / Outbound queues are stuck in READY state,(SMQ1/SMQ2)

kindly advice how this issue can be resolved, we have tried various solution provided in many threads but all those were of no use.
