We are using EP 6.0 SP2. When navigating to System Administartion / Transport, the content catalog shows but no options for further processing (ie transport ) are revealed .
Yes there the user id is the admin user. We discovered that the font size for the menu which gets displayed when you right-click, has been enlarged, therefore truncating the "Create Export Package" option.
So it seems that that transport issue has been solved, creating a new one relating with the popup menu font.
