Can the higher level manager be able to see the appraisal documents / document status of the direct reports of her managers?
She has two managers in her team. Each manager has 10 direct reports. Hence, this higher level manager should be able to see the appraisal document of the 20 employees + the 2 manager who report to her.

This will depend on how you have set up your higher management in the template. If they are set as part appraiser then it may indeed not work in the standard:
we just provide two scenarios in portal:
- MSS POWL > will get a list of documents where the user is APPRAISER
- ESS POWL > gets a list of documents where the user is APPRAISEE or PART APPRAISER (in this case the part appraisal document).
So in this scenario you will not see the documents.

HI Veeri, Sarah is right, SAP only offers Managers (appraisers of the document) to show up on the MSS powl for flexible performance mgmt.
However, the selection criteria SAP uses can be overwritten so it grabs direct reports of the managers direct reports.
This could be done through a post user exit development in
class: CL_HRHAP00_STARTPG_POWL
method: IF_POWL_FEEDER~GET_OBJECTS
