Is it possible to configure the number range used to generate the PERSNUMBER value in the USR21 table, and how it is done?

The Person Number (PERSNUMBER) in USR21 Table is in no way related to the PERNR in HR. what is the link between HR & USR21 table.

For number ranges check out SNUM t-code with object name ADRNR.

in my opionion it is table ADRVP field appl_key.

You shouln't define own number ranges because report RSADRCK1 couldn't used anymore.
