Only numbers are available in BaseHierarchy

Experts,

When trying to set up work status settings in the Admin console, I am getting the following error: "Only numbers are available in BaseHierarchy." I put a "2" into the BaseHierarchy field for the entity-type dimension to indicate that the lock should be on the second hierarchy. I set two other dimensions to "Yes" in the Work State columns and selected validation members for all dimensions where the Work State is "No." What am I missing? Please help!
