Change the WARNING message to ERROR message & prohibit Business Completion

Hi All

Change the WARNING message to ERROR message & prohibit Business Completion of W/O until all commitments finalized

Currently there is no hard block in SAP to prevent a Work Order with outstanding commitments being 'closed", either manually or as part of a batch run. Once the WO is closed, there are no transactions allowed against it so any late invoices cannot be paid. So is it possible to change the warning message to an error message and prohibit closure of the work order until all commitments are finalised. and at the same time it should not effect the ability of technicians and others to TECO a Work Order.
