I am having the same issue (I'm attempting going from pl15 to pl19). I've re-ran the Upgrader Common update with no luck.
Side note: I've noticed that once you've receive the EULA error, then attempt to log onto a another (any) database, I'm receiving an error about 'Enter a valid username and password.....'.

Hi All,
As mentioned earlier I logged this with SAP.
Please see their response below.
"We are currently experiencing the reported issue in some systems that upgrade to SAP Business One 8.8 PL19 environment. We addressed the situation to our Development Department and we are working on i t.
Meanwhile, we suggest downgrading the customer database to the previous working version.
We will keep you updated if any news in regards to this matter arises.
Kind regards, "
I think a new release will end up coming out, so my advise is to leave PL 19 untouched is possible.

Hi All,
SAP has responded today with a solution to correct any clients currently unabe to connect to PL 19.
Please log into their site and review the note 1556881.
There is a txt file which contains a query which will correct the issue.
Alternatively they plane to fix this in a hotfix which is planned for week of Feb 14.
Regards
Matthew
Was there a solution to this problem? I have had this error occur to me after I upgraded my test server to PL19. Now all of my test databases are throwing this error message. I have reinstalled the SBO Common Database but the problem still occurs. Any ideas?

Hi Rashid.......
I guess you have to upgrade SBO Common DB once again because if anything happens like this the source would be Common DB. So suggest you to run Common Upgrader once again.....

Rahul

Try using the Change button on the License Administration form & updating the license, it may help force a resigning of the EULA
