how can i add Application server to my production server

Dear Experts,

please solve my doubts below shown

1) i need to increase some buffer setting parameter values in my production server to increase performance of my server if i changed parameter values it is required to down my server or is their any other options we have

2) i need to add one more application server to my production server what is PRE-Requirments to add that application server in steps

There is no other option. you have to restart the server.
