Hide the report and display just drop down boxes ?

Hi

I have a web template with 3 drop down boxes. when I execute web template, I can see the report (output) with 3 drop down boxes. But, I am just wondering, if we can make the report(output) not to be displayed but just the drop down boxes the 1st time I run the web template. Then, based on the drop down selections, the report should be displayed.

They don't want to use variable screen to achieve this.

we don't even want to use reporting agent feature as we have a need to navigate and do many selections once the report is run.

Appreciate your suggestions.
