Restriction to create for already existing user by access request

Hi,

We are in GRC 10.1 SP12.

If user already there in Plug in system then if we try to raise request for existing user in plug in it should provide the error.

But now it allow us to create the user for already existing user account.

Kindly suggest how to restrict the above functionality.
