Our web development team utilizes .net as their primary development toolset. From what I have gathered from review of this site plus SAP documentation, it sounds like that SAP's MSS solution is developed exclusively using java, and this will continue for the forseeable future. I plan on communicating this to our management group, but I wanted to confirm that my understanding is correct. Is it?
You are correct sir! For further source info to point them too, refer to the documentation for the MSS business package on iViewStudio.com. Lots of great info.

Please take special note of the new BP for Manager Self-Service (mySAP ERP 2004) and the Web Dynpro based BP for Employee Self-Service (mySAP ERP 2004) that has been re-engineered completely."
The new versions of MSS and ESS are shown if you look in the newer presentations for UI and the next eveolution of the SAP GUI family. I even saw a nice presentation on the coming stand-alone version of ESS (not your daddy's old stand-alone version either! haha).
