Sneak Preview 6.40 UDDI Test Registry?

Was the UDDI Test Registry included in the 6.40 sneak preview? I am try to publish the WSD to the Test Registry found in the dtr_lite/upload servlet and I get an Registry Error: Connection refused: connect. I am following the Web Service Tools UDDI documentation. I have configured my proxy settings. Also I ammuse this publish is to localhost. Any suggestion?
