Error connecting to IBMu0092s Test UDDI Registry

I have registered with IBM’s Test UDDI registry and I’m attempting to publish my Web Service using the NetWeaver 6.40 Sneak Preview tool. I continue to receive the following exception

Registry Error: Network is unreachable: connect. Is there some additional configuration needed to publish to a UDDI registry?
