actually i dono bout SSO but i've been following config guide (SRM7.0 business package config guide) to configure linkage btw SRM and Portal. The steps in the guide as simple as below:
In the portal:
1. from the system administration workset, navigate as follows:
->System Administration->System Configuration->KeyStore Administration
2. Choose Download Verify .der file.
3. Save the file to your user-specific location.
In the back-end system:
1. Extract the .zip file to upload the .der file into the system's trust center.
To upload the file, go to the back-end system and use the transaction strustsso2.
2. Save your changes.
that's all about and i got problem for step1 in back-end system.
appreciate all your advice.
thank you.

Hi Glen,
Regenerate the PSE and try again. If the issue persists, delete the System PSE and create it back, which will solve the issue.

Sounds like you are importing an enire PSE instead of only a certificate...
Kind regards,

Hi GG,
I feel that you are missing the steps somewhere. What is the exact issue you are experiencing, or what error it shows? Refer point 1.3 in the below wiki:
http://wiki.sdn.sap.com/wiki/display/SRM/EnablingSSOforSRMand+Portal
Hope this helps!!
Best Regards,
Raghu
