Why using Management Console not enough to configure RFC?

I have followed the steps described in the following document to configure the RFC and the communication between SAP BI and Data Services:

Yet, this is not sufficent. It seems that it is also needed to follow what is described at section 4.1 of document [How To Use Data Services I - Data Quality Made Easy|http://www.sdn.sap.com/irj/scn/go/portal/prtroot/docs/library/uuid/b0e61192-b296-2b10-ca90-a21eea43f569?quicklink=index&overridelayout=true]

which mentions to start the RFC server by executing rfcsvr u2013aXX u2013g/H/YY/S/33ZZ u2013xsapgwZZ from the bin directory of Data Services.

I have experienced that this is true, at least with version 12.2.0.0, and that if this step is NOT exectued, the RFC is not enabled.

It is not clear to me why this is mandatory and why the Management Console is not sufficient for the configuration?
