Regd. Factory Calendar Setting:
In t-Code SCAL (Calendar Main Menu)
We cannot see the Change option button in the screen.
Now what I have to do to do the changes in the Factory Calendar.
Is this is a Authorization issue or is it a setting issue.

The correct solution for this is to go to SE06 and make 'Global Settings' to Modifiable.
Nothing else is required, and its not an authorization issue.
When the system is in 'Not Modifiable' state, calander settings are always locked.

are you doing this in production system or development system?
calendar maintenance is a customizing activity and has to be done in dev system and needs then be transported to production.

It is not an authorization thing in production system. it is because of the system settings made by basis team in SCC4 transactions, that does not allows to do customizing in production systems.
And if you dont get a transport when doing it in your development system, then this is caused by settings made in exact the same transaction in the dev system.

I checked in Development for SCC4, in that
1. Changes and Transports for Client-Specific Object
the check mark is on - Changes without automatic recording.
2.Cross-Client object changes
it is Changes to Repository and cross-client customizing allowed.
3.Protection: Client Copier and Comparison Tool
it is Protection level 0: no restriction.
4.CATT and eCATT Restriction
it is eCATT and CATT allowed.
5. In Restriction - nothing is check marked

I tried it in Production Server, here the Change Icon is not appeared (off course this is an authorization issue)
And also I tried it in Development Server and it works out. But when I tried to transport through Menu, I found the Transport is not active.

which servers are doing, If you are doing in Production server its dissable(you can open the client then go for maintain the factory calendar),same also in quality server also,if you are doing devlopement server its there change icon.

Let us know in which client your are looking for change option
I guess you are looking at Production client
If so you cannot get change option you need to raise an request to Basis people for client open activity
If all clients are in sync then first you need to do changes in development > quality > Production
