Help File
Searching Ctrl+F1 for "Page Setup Dialog Box" yields a long list of nodes in the left panel.
Yet only nodes that begin with A-F are seen, those G-Z fall off the browser bottom.
Q: How do I vertically scroll the left panel, or move the nodes up?
Q: or access those forsaken nodes via some other links elsewhere?
Also, on the right hand side, lines do not wrap at the IE window edge.
They actually do wrap, but at about 10 words outside the browser unless screen is 1920 wide.
For instance...
The quick || brown fox jumps over the lazy dog. The quick brown fox junps || xxxx xxx
zzzz zzz. ||
One needs to scroll right to read "xxxx xxx", then scroll back left to read "zzzz zzz".
Not sure I understand.
When in the .NET IDE, Ctrl+F1 brings me to:

I suspect I'm missing somehting?

VS 2010 manages help a lot different than previous versions. It has a Help file Manager now. What you are seeing is the help file for CR 10 which was included with VS 2005 and VS 2008. Microsoft is not aware of ( their server does not have CR 2010 help files ) and did not update the link for CR 2010. Notice the version in the link, dev10:

To get CR 2010 Report Designer help files, the ones when in the report editor within the IDE, click on the Help menu and then Manage Help Settings. This bring up an option dialog box.
Select the first option, Choose online or local help and set it to local which is the default if it's not.
To get CR Designer help file click on the Install Content from disk and then browse to:
C:\Program Files (x86)\SAP BusinessObjects\Crystal Reports for .NET Framework 4.0\Common\Crystal Reports 2011\HelpFiles
and select the Manifest file helpcontentsetup.msha then click the Add highlighted in blue and then next.
Now when you are designing a report in the IDE, adding a new Crystal Report or opening and existing one, when you highlight any of the report objects and press F1 key a help file will open up for report designer and that object. Note you will see some basic SDK help in the Report Designer help but it is not the same as the main SDK help file.
To get the CR SDK help you need to add and select some of the Microsoft VS help files by selecting install content from on line. In the Manager select Install Content from Online.
If you select them all go for lunch, it's a lot of downloads that need to be installed locally. I selected some of the basics and it added up to 2.5 Gig....
Once you do the above now when you click the F1 key in a form you'll get a page that will allow you to select CR SDK help.
We are checking with Product if we can get a standalone help file to download and keep on your desktop.
Bottom line is Microsoft does not hook into CR 2010 SDK help file unless you download Microsoft's VS help files locally.

Before my first post, I already got the latest CR 2011 Report Designer help files, by installing this...
C:\Program Files (x86)\SAP BusinessObjects\Crystal Reports for .NET Framework 4.0\Common\Crystal Reports 2011\HelpFiles\en\helpcontentsetup.msha
After reading your post, I removed and reinstalled the CR help contents, yet those issues I described are still there. Since they are but interface oddities, I shall just leave them alone.
By year end, I shall have upgraded my hardware, then I shall follow your guide to have the CR 2010 SDK topped up.

This issue was escalated to QA and R&D under the tracking number of ADAPT01517207.
The issue was ejected due to the following reason:
Trying the follwoing with MS documentation;
if you resize the browser window so that the list of topics scrolls off the window, there is no scrollbars. This appears to be an issue with the MS help system.
