I have a problem when I install IVEW on Tomcat?

I've done the things as what said on the ivew installation guide, I used Tomcat 4.1, not 4.0 version.But after I start Tomcat, I can not access the homepage of portal, it said this page not existed:the 404 error. And I can not find this page in irj folder either.

Who can told me why?Thanks!
