Credit control area creation comes under SD or FI?

Hi

I'm new to SAP functional consulting field. Recently I have read Credit Control Management.

My basic question is: With respect to work order planning, does creation of credit control area and its assignment to company code become part of SD consultant job or FI consultant job?

I checked for the answers in the internet and as well as the SDN forum but could not find the answer.
