Theme developed is not visible for personalisation. Note # 452520

I did one custom theme by editing SAP standard theme and tried to apply it to our portal, but I could not see it in the portal personalisation page. Only standard SAP themes are visible in the drop-down list box. I looked at forums and SAP Notes for this problem. I did see a note no.452520 describing this problem. Also I did see another note no.483568, which is not 100% match for this problem but related. I did follow the two notes, and still I could not see our custom theme.

Every help is appreciated.
