Difference in Hierarchy report and cost element report

Compared the Standard Reports S_ALR_87013532 and S_ALR_87013543 ,the difference we get as per the cost element XXXX (internal settlement),can someone explain the exact reason why the S_ALR_87013532 may be missing the values of the above cost element which are shown in the cost element report S_ALR_87013543 .
