I am wondering if there is any particular version of ADS server required to run on Windows 2016 Server R2.

Windows 10 and Windows Server 2016 support was added in ADS 12.0 SP2. The documentation failed to mention this, although there is a bug-fix mentioned about a 32-bit server crash on these OSes.
I missed the detail that Shenan was asking about Windows Server 2016 *R2*. I don't believe this release has specifically been tested.
ADS clients are generally supported on whatever OS supports the relevant API/IDE.

ADS 12.0 SP2 is supported on Windows Server 2016 and Windows 10. I will ask to have the PAM updated.
You should be able to access the PAM if you have an account number ("S-number") on the SAP Market Place.
You will also need an S-number to access the service pack at https://launchpad.support.sap.com/#/softwarecenter. Search for SAP ADS under SUPPORT PACKAGES AND PATCHES, or choose "Maintenance Product" if you use the Search bar.
If you don't have an S-number, contact your Sales representative.

according to SAP Product Availability Matrix (PAM),
SAP Advantage Database Server (releases 11.1 and 12.0) is not supported on Microsoft Windows Server 2016.
