can any body guide me how to assign department responsible in notification automatic

like my scenario is once i received material against purchase order if any rejection is happend those perticular material system should give the messege will go purchase department through workflow

if it is internal problem system should trigger workflow production department

if it is customer comaplient messege should trigger sales department head how we will take care this business scenario
