Hi,
As far as i understand, you could use the existing user licenses in backend [business suite] for using Mobile applications and its not seperate user licenses for using Mobile. ideally there could be need of as many users [devices] should be using the Mobile apps .
Regarding Mobile applications, I believe it depends on what kind of business scenario you would like to mobilize that suits your exterprise.
