DevOps is not a technical tool but more a cultural mindset that involves Dev team and Operation team. It's an approach that will encourage the creation of a cross-functional team responsible for the entire task, request or project (from the Development until the Operation). An approach like this will require that this team is knowledgeable and likely smaller; that's why DevOps requires technical tools to automated as many activities as possible not only for testing but also for knowledge sharing, source code management, build process, integration, deployment, etc.
