It seems some one changed delivery qty 10 to 15 .Check in Delivery change details .Check in PO delivery tab what is the tolerance limit maintained.

Hi,
Please check, in the PO - Item level details - Delivery tab
Whether you have maintained any tolerances ( Overdeliv. tol & Underdel. tol.) or activated Unlimited check box.
If yes, remove Unlimited check box or don't maintain any tolerances ( Overdeliv. tol & Underdel. tol.).
Then system will allow strictly STO qty only at the time of GR.

as you do STO with delivery, tolerances will not be checked as it is explained in the OSS note mentioned before:
Stock transport orders with SD processing / delivery (for example movement type 641 for the goods issue, SD Transactions VL02, VL10):
If these are stock transport orders with SD processing, the system neither checksduring the goods receipt nor during the goods issue against the quantity ordered + overdelivery tolerance.
When creating the delivery with VL10B, which is actually creating the delivery without any user interaction, SAP takes either the quantity ordered or less if you have not not enough stock.
A overdelivery is certainly because a user changed the quantity in VL02N manually. Check the change history in VL03N.
Then ask the user why he did it.
