Hello,
I have a 30 days trial version of Powerdesigner V16.6.
I created 2 kinds of models: an Enterprise Architecture Model and a BPMN Model.
In the EAM I created a business unit and tried to use this business unit in a Choreography Diagram in the BPMN Model per drag & drop. It seems to work, because the Powerdesigner allows this action. But the business unit doesn't appear in the diagram.
I studied the documentation and it should work.
What is the reason for this behaviour and how can I make it work?

I am afraid, that you misunderstood the meaning of that note... It says, that some objects (orgunits, business rules or domains in PDM for example) can be defined only on the top level of the model, they cannot be defined in the sub-packages. However, you can sometimes USE them in sub-packages (meanig, that shortcut is automatically created in that sub-package, or just symbol is added into the sub-package diagram). But this is all only about sharing/reusing the object inside its original model and no other models... (note is talking about INTERNAL shortcut, not external).
Nevertheless PD doesn`t behave consistently in you specific example, because when you try to drag and drop the orgunit as a shortcut into the Choreography diagram, it creates the shortcut of EAM in your BPM (in the Target Models collection), but it doesn`t create the shortcut of the orgunit. This is IMHO inconsistent (if not buggy) and SAP should fix it.

what do you mean by business unit? Business capability, Business process? Or organisation unit? Can you be please more specific about that? Where exactly in the documentation is mentioned, that you can reuse it in BPMN model?

Creating
Shortcuts
You can create shortcuts to target objects from another
package in the current model, or from another model open in the workspace
through copy and paste, drag and drop, or from the List of
Shortcuts.
That means for me: you can use shortcuts in other models. Does that help?
