CJI3 report with Project and order doesn't restrict data only order

CJI3 report when executed with input as project ID and order/Network then shows all the cost line items of the project instead of restricting to order entered as input.

Has anybody work on this scenario where only order/network as input and order/network with project ID give different outputs?

Restriction of order/network with project ID doesn't work unlike project ID-WBS element?
