Hi,
Is it technically possible to do migration to SAP S/4 Hana 1709 / 1809 from ECC system and then Document Splitting (after migration to S/4) in the same fiscal year ?

The Document splitting activation has to be at the start of the year. So if your fiscal year is from April to March, than you could do S/4HANA Conversion in Jan period end and than do subsequent migration to Document splitting at start of year.
With S/4HANA Conversion you would only be on New GL, but without S/4HANA. Refer OSS Note 2270339 of the functionality offered in New GL with S/4HANA conversion.
However, if document splitting has a lot of business benefit like introduction of parallel ledgers, new accounting principles and also if you are using Special Ledgers for Fund accounting, than it is recommended that you migrate to Document splitting with New GL First and than to S/4HANA. In fact migration from Special ledger to Document splitting after S/4HANA is still not supported and in such a case you need to have a migration before at the start of a fiscal year before you migrate to S/4HANA.
