Config Tool doesn't work

Hi there,

if I try to start the Config Tool (configtool.sh) the following message appears:

Error occured while scanning DB.

Msg: <-- Localization failed: ResourceBundle='com.sap.engine.frame.core.configuration.ConfigurationResourceBundle', ID='kernel_1518', Arguments: []-->: Can't find bundle for base name com.sap.engine.frame.core.configuration.ConfigurationRescourceBundle, locale en

I've checked the config.properties and I think they are well defined.
