You can import journals from a flat file, but I believe that they don't post values to the application when you do this. Take a look at help.sap.com under the delivered data manager packages/process chains and you'll find the Journal Import chain.
I'm curious about what you see as the point of importing journals from another system, rather than loading in the data from that system directly to an application. When used as an interface target, journals don't provide any additional security or controls. The reporting on journal metadata is very limited, so that is not a big advantage. What do you expect to gain from importing journals rather than just importing directly into an application, perhaps even an application with additional detail dimensions like posting user, posting date, or journal type?
