If you look into the F1 field help then you see that they are based on different fields, one based on quantity the entry unit the other based on the base unit. To verify the issue we would need to know the content of those fields from your PO.

In general I think your problems are based on a wrong unit. If your ST unit stands for piece or each then it should in general not have any decimals. As an example: if you have a fluid chemical with 200 kg in a drum, and you manage it in pieces then you have just 1 piece. If you remove 50 kg from the drum then you get 0.75 pieces. This is logically incorrect, you still have 1 drum but just with 150 kg remaining quantity.

if you have 2 drums in your yard, one with 150 kg filled and the other with just 50, then you stock overview looks like you are only having 1 drum completely filled with 200, which is again wrong, and usually not accepted by your customers if you want sell it.

So you should use unit like pieces and each only for unbreakable units, where it is really illogical to remove a part, e.g. a wheel for a car, everybody would immediately think nonsense if you had 0,75 wheels in your stock.

You can in general avoid rounding issues if manage your goods in the smallest unit, very often the unit that is used for a goods issue.

Back to your problem from above. Are you on a AFS system? If so then check for OSS notes, e.g. using this search term: bdmng subcontracting

I found quite many for fixes about rounding issues.

rounding 0.345 up to 1 is as well not a commercial rounding, commercial rounding would round it down to zero.

So it could - if it is not caused by a bug - be based on a rounding profile. check your material master for rounding profile.
