Link between Purch Infor Rec and A018 entries

Recently while solving an issue, I came across this issue. This one I couldn't identify the reason. So asking experts.

If I see a vendor and article combination has an entry in A018 for todayu2019s date (validity time frame)..and that combination do not exist in EINA (Info rec)..what might be the reason?? Please help me in trouble shoot.

Info record condition validity period stored in A018 table.If you can see in ME13 transaction against vendor , Article and Purchase org combinations in Purchase info record conditions you can see validity of the condition record .
