how to trigeer workflow events from BPM

Hi Experts

I need help in design solution of a complex BPM scenario for SOAP to SOAP scenario.

when the message is received from the sender system in PI and once the mapping transformation is done in the integration engine,PI has to trigger a workflow to a user and parallelly data has to be passed to target system. If the workflow user approves the worklist, then that message has to updated to the target system as well.

Can anyone , please advice how to design the interface in SAP PI using BPM or is there is any other solution without using BPM.
