Flexible PO Workflow

Dear Experts

We implement Flexible PO using 'Manage Workflows for Purchase Orders' App with simple scenario (one step with user Recipient ) then we create new PO using 'Manage Purchase Order' App but the workflow is not triggered

and nothing in the user's All item inbox!

our system SAP4 hana 1709 on promise SP3
