Time Quota configuration

I am generation through PT60 in positive time evaluation. Whenever i check quotas system is creating monthly quotas and quotas per time evaluation period fine. WHEN it come to YEARLY QUOTAS, start of year to end of year, system is creating quota only at end of year whereas in report RPTQTA if i use for that quota it is generating from start of year to end of year.

Is it a standard system behavior where PT60 generates quota at end of year and taht is absolutely of no use. I have checked validity, deduction, accrual and all other things and even used +12 months but not working.

Is there any way around to this issue.
