Restrict user access or visibility for a period

Hi,

I have several layouts for different steps of the budget construction.

Users sometime takes the wrong layout. is there a way to limit the access (or modification) of layout for a period?

For example.

I want to open layout 1 for modification access from January 1st to january 31th

I want to open layout 2 for modification access from January 20th to end of february
