APSHELL application did not create

Hello,

I have installed BPC NW successfully. BPC NW Systems working fine.APSHELL application did not create.

According to documents on the steps ( UJS_ACTIVATE_CONTENT abap program ), I get an error when I try

to create the application ( APSHELL ).

I would like your help urgently.
