Converted Deski to Webi report - Ranking not Working

Business Objects XI 3.1

I used the report conversion tool to convert a Deski report to Webi that utilized the ranking tool to show only the top 20 results. However in the new Webi report the ranking tool is not filtering out the remaining results at all. I have tried removing the ranking tool, saving, closing the report, reopening, and then reapplying the ranking tool to no avail. Has anyone else run into this particular issue? If so what fix did you use? I tried the search function on the forum but found nothing useful.
