PR deletion flag set but cannot see in change log

There is one interesting issue.

A PR is created.

Now user is able to see a deletion flag set in the line item. But cannot find in the change log on who and when the deletion indicator is set.

Any changes done during creation of Purchase requisition will not reflect in change log, but if deletion flag is set during creation the PR lien item itself will not be created.

Can anyone let me know what other possibility could be the reason for this.
