Action Reason Codes

How do I make a PA Action Reason Code inactive without effecting historical records? The codes in cofig aren't date driven, so if I remove it...it's removed historically in the system. My HR dept doesn't want the code as a choice in PA though.

It seems there must be a way to update the reason codes...remove obsolete codes, etc.

Any suggestions on how to handle?
