Having trouble log on to portal except Administrators group

Dear experts,

our settings just been transfered to production site and having trouble login in (only a empty screen with "logoff"). all the roles/groups including everyone group roles been asigned properly to users. but seems only people who has administrators group right are able to log in. Let's say Jenny already has 3 portal roles associate with 3 function tabs and unable to login. once added administrators group to Jenny. she'll gain not only administrator tabs but the rest which she already has. any idea?
