how can I report an incident for the SAP MII or Manufacturing Integration and Intelligence?

I have no idea what you mean. Are you trying to log something using MII or are you talking about a bug in the product. Please expand on your question.
You need to login into SAP One support launchpad (https://launchpad.support.sap.com) using S user
