Shipment completion not allowed till Loading end is done

Hi,

We have a requirement that in a shipment document, we do not want user to be able to populate Shipment completion til Loading end has been done. Please advise how can restriction can be put in shipment so that Shipment completion is not allowed till Loading end has been done
